Namibia’s new fisheries minister Albert Kawana, has not got off to a good start. Appointed acting minister late last year, he was thrown in at the deep end when he was told he had to drill deep into the ‘Fishrot’ scandal. At the same time some of his odd decisions put him on the wrong side of some in the fishing industry. Now he is facing a backlash over the allocation of new fishing rights to very few but promises the fishing industry will be overhauled.
